that he has proclaimed this Saturday, June 20, 2009 as
Juneteenth National Freedom Day in Vermont.
"I want to thank Shirley Boyd-Hill and the Reverend
Roy V. Hill, II for their tremendous efforts to pass
Legislation declaring the third Saturday in June
annually, as Juneteenth National Freedom Day in
Vermont," said Governor Douglas.
Juneteenth is an important annual tribute to the
emancipation of African-Americans from slavery
in our country. And it serves as a reminder to us
all that we must speak out against hate, violence
and discrimination against all humans.
I hope Vermonters will join me in commemorating
Juneteenth National Freedom Day in Vermont."

After the newspaper went to print, Franklin-1
State Representative Carolyn Branagan wrote us:
"The Vermont economy continues to weaken.
A revenue report received this week shows a
one month revenue drop in January of $14M
in the General Fund, the largest single month
drop in memory.
This drop came after the January estimates
lowered on the 13th of the month.
The biggest part of the drop came from decline
in Personal income tax revenue, but Corporate
income tax was down as well. Also down were the
consumer taxes: Sales and Use tax and Rooms &
Meals tax. These figures show severe lack of con-
sumer confidence. Transportation Fund and Non-
property tax Education Fund revenues were down too.
The December holiday receipts were the lowest in
five years. These figures are in total $28 million less
than a year ago and show that Vermonters are not
earning or spending at previous levels.
We are seeing continuing deterioration of Vermont’s
economy. The thing that bothers me most is that
there is still no clear sign of the end of this recession.
I continue to believe our state government must be
extremely careful in making fiscal choices.
Legislators are treading new ground, the economy
has changed from the way it was just 6 months ago.

Meeting Barbara Bush
I may be going out on a limb, but I'm guessing an
invitation to meet Barbara Bush was the biggest
honor The Fairfax News, has ever received.
The former first lady was charming, humorous and
inspiring to a large crowd at the Sheraton Inn.
Mrs. Bush came to help Martha Rainville's cause
in a pre-primary fundraiser in 2006.

WASHINGTON, DC - Representative Peter Welch
held a statewide telephone town hall meeting
November 2nd to discuss the Affordable Health
Care for America Act (H.R. 3962).
The comprehensive health care reform legislation
is expected to reach a full vote in the House
late this week.
Welch outlined components of the bill,
answered participants’ questions about it,
and solicited feedback from Vermonters.
The statewide call was the latest in a series
of events Welch has held to hear from
Vermonters about health reform legislation,
including town hall meetings in Williston
and White River Junction last month,
statewide and regional telephone town hall
meetings, and countless Congress in Your
Community events.

ST. ALBANS: Rep. Peter Welch announced a
$380,000 grant for a comprehensive economic re-
vitalization project in downtown St. Albans.
Welch supports, House passes
COPS Improvements Act
WASHINGTON, DC - U.S. Congressman Peter Welch
voted in favor of the COPS Improvements Act,
a bill that would bolster community policing efforts by
hiring 50,000 police officers over the next five years.
The measure, which was cosponsored by Welch,
passed the House Thursday on a vote of
342 to 78.
The bill, which is designed to reinvigorate
Community Oriented Policing Services grants,
could result in the hiring of as many as
109 police officers in Vermont, according
to congressional estimates.
U.S. Congressman Peter Welch held a Forum on
the economy at La Quinta in St. Albans Tuesday.
He spoke, then opened the floor to some ques-
tions from Franklin County Chamber of Commerce
members. Peter is pretty optomistic.
He wants to fight high interest credit cards,
and he is worried about Afghanistan.
He answered all questions, even the tough ones.
